Mixed Results for National Treasury Advisory Body as Operational Bottlenecks Offset Unqualified Audit

The Government Technical Advisory Centre (GTAC), National Treasury’s specialised unit tasked with driving public finance efficiency and infrastructure delivery, has tabled a mixed 2025/26 Annual Report—securing an unqualified audit opinion while missing key operational delivery targets.

While the centre achieved a 100% success rate across its Public-Private Partnership (PPP) advisory engagements and maintained high client satisfaction, performance data reflects persistent capacity constraints and operational bottlenecks.

Operating under its newly adopted 2025–2030 Strategic Plan, GTAC spent R206.44 million against an adjusted budget of R265.42 million. However, capital appraisal report completions fell short at 89%—missing the state entity's 100% target due to data submission delays from municipal clients. Compounding these delivery gaps, GTAC reported a 26.37% staff vacancy rate, illustrating the public sector's ongoing struggle to attract and retain specialised technical talent.

Despite these headwinds, the agency maintained its strategic focus on structural reform support for entities like the National Disaster Management Centre (NDMC) and the Department of Employment and Labour. For business leaders and the private sector, the report underscores both the potential and the structural limitations of the state's central advisory mechanism as Treasury pushes to accelerate infrastructure rollout and stabilise public debt.
