Healthy export figures would get better with land policy certainty
Certainty around land policy could significantly bolster investment and job creation in the agricultural sector, according to Agri Western Cape chief executive Jannie Strydom.
Pleasing recent export figures were testimony to quality product – with the possibility of greater volume if policy issues could be addressed, Strydom told Cape Chamber in response to queries.
“I am of the opinion that once farmers have the certainty that there is no threat with regard to their property rights, investment will increase -- and that will result in more job opportunities,” Strydom said.
Issues around land emerged as a key theme last month at a Western Cape investment workshop facilitated by the Cape Chamber. Land policy is of particular concern to farmers who say it affects long term investment decisions.
Despite concerns, Strydom sees positives in the fact that section25 of the Constitution – the so-called ‘property clause’ that provides for just and equitable compensation for land expropriation -- has not been amended. “The real impact of the Expropriation Act will be tested in court once any situation occurs that we believe is necessary to oppose and test it in court,” he said.
Strydom’s comments coincide with impressive agricultural export figures for the second quarter of 2025, with a 26% increase in exports to the US (R2,8 billion) compared with the same period last year, according to the Agricultural Business Chamber of SA. First quarter performance was also up 19% year-on-year.
Commenting on the land policy issue, Cape Chamber chief executive John Lawson said policy certainty would have immediate benefit for farmers and farmworkers alike. Unlike other factors largely beyond government’s control – such as tariffs – land policy certainty was an attainable goal that would promote economic development. “Uncertainty weighs heavily on the agricultural sector. It is an impediment to growth that should be addressed as soon as possible.”
