Apparel and textile articles are not included under the Generalised System of Preferences (GSP) program.  Although based on the GSP, the African Growth and Opportunity Act (AGOA) does provide qualifying countries with duty-free market access for these items, provided adherence with the Rules of Origin and general administrative requirements including the textiles certificate of origin,

This workshop will be presented by Trudi Hartzenberg, Executive Director at the Trade Law Centre (tralac) and Eckart Naumann, an Associate at the Trade Law Centre (tralac).  Trudi has a special interest in trade-related capacity building and Eckart has a particular focus on rules of origin and market access issues.

The workshop will focus on the export of apparel and textile products to the United States under AGOA  and cover, inter alia,

  • AGOA’s wearing apparel provisions
  • Product eligibility 
  • Country eligibility
  • The De Minimis Rule
  • Rules of origin (obtaining a rule of origin certificate)
  • Textile preferences (hand loomed fabric and handmade articles made from hand loomed fabric)
